PROFILE

The Handloom Development Department which is under the Administrative control of Department of Industries and Commerce. The Department is represented at the District level by Assistant Director Handlooms, who is responsible for carrying out all the activities of the department at District level.

Mandate

The Department has the Mandate in the following crafts:

01.  Handloom Weaving (excluding carpet weaving)

02.  Spinning.

03.  Kanishawl Weaving

04: Cutting and Tailoring

Activities

01. Registration:

The department is entrusted with the responsibility to identify and get the skilled persons registered as artisans in the trades/crafts within the mandate of the department. The persons so registered are eligible to take benefit of different schemes implemented from time to time.The Assistant Director is the Registering Authority.

01st April 2014 to 6th February 2015. 02.Training Programme:-

 

The department through its rotational training centres imparts training to the un-employed youth to learn the skills and proficiency in the crafts within the mandate of the department. The youth so trained are properly registered and get benefitted under different schemes in vogue for the handloom artisans.The duration of the training programme is one year and a monthly stipend of Rs. 500 for  Handloom Weaving and Rs. 700 for kanishawl Weaving is paid to the trainees.

03.Co-operative Societies

The Department is responsible for constitution of Handloom Weavers Industrial Co-operative Societies, which are registered by Director Handloom Development Department who is the Registrar Handloom weavers Industrial Co-operative Societies, wherein these societies, so registered are provided with financial assistance in the form of, Share Capital Loan, Loan for Modernisation/Renovation of Looms with fifty percent subsidy from the district plan funds earmarked for the purpose, besides, assistance provided to the school going female children of the weavers of these societies to bear school expenses up to primary level under Education Scheme.

 

·        Other Benefits available to Co-operative Societies

·        EXPO’s. Marketing Support by sponsoring these societies to different State and National level EXPO’s and Craft Mela’s.

·        Providing them with 10% rebate on the sales they make during these EXPO’s.

·        Bearing The rent so incurred by these societies during these EXPO’S.

04. Weavers Credit Card Scheme (WCC)

For the purpose of providing cheap credit to weavers, to ensure financial inclusion. The Government of India has launched the Weavers Credit Card Scheme. Wherein the handloom weavers will be provided with credit up to Rs. 02 Lac, with the margin money assistance of 20% of loan amount or Rs. 10,000, whichever is less, besides an interest subsidy of 7% from Government of India.The scheme is implemented by Handloom Dev. Department in collaboration with Banks and NABARD.

05. Cedit Plan Scheme

In order to provide Self Employment Opportunities to the Artisans engaged in Handloom and allied activities a soft loan facility under Handloom Micro Enterprise Scheme (HMES) is provided through Financial Institutions whereby 10% interest subsidy is provided through State Government.

06.Publicity

To generate awareness among the weavers, of various schemes of the department. Awareness camps are organised by the department to highlight the programmes and educate the weaving community. During the current fiscal a Weavers Awareness Camp is to be organised in the district very soon  wherein  weavers besides experts from the department and various resource persons from financial institutions are expected to  participate.

Limitations

01.Inadequate Staff

The department besides, being the only Development Department without any presence at  Block/Tehsil and other Levels, faces acute shortage of even the sanctioned posts.Out of the total 24  sanctioned posts (other than Class IV) 22 are lying vacant.
