Brief Note on Handicraft Activities in Kupwara District.

 

The main objective of our department is to impart training in different handicraft trades and to generate employment opportunities among the unemployed female youths. For this purpose the department is running 28 training centers in nock and corner of the District out of which four training centers are functioning in Karnah area and two in Machil area. The total intake capacity of the trainees in these training centres is 680 @ 25 trainees in each .Up till-now 11834 trainees have been trained in this District.

 

Initially training is being imparted to the raw candidates on elementary basis for a period of one/two years. During this period each trainee is paid Rs. 500/=in the shape of stipend on monthly basis. The out gone trainees of these elementary training courses are being selected/trained in advance course training centers with duration of two years to abreast them with the niceties of craftsmanship to upgrade their skill and art of colour combination. During this period each trainee is paid Rs 700/=per month in the shape of stipend.

To set up their own business and enabling them to earn lively hoods from the activity adopted by these out gone trainees and other artisans engaged in the craft activity, the department has launched a follow up program under various schemes.6554 Artisans have been registered by the department till ending 02/2015.

 

Under Prime Ministers Package Programme of self-employment to individual Artisans known as Handicrafts Micro Enterprises Scheme and Artisan Credit Card, 275 cases have been sponsored to different banks out of which 170 cases have been sanctioned with the disbursement of Rs. 127.91 lakhs uptill-now as communicated by District Lead Manager Officer Kupwara.

To facilitate the Artisans who have availed the credit facilities under HMES/ACC, the department is providing 10% interest subsidy, for this purpose Rs.1.694 lakhs have been incurred.

Besides, as a measure to give fillip to carpet sector of the state, the department has started to provide modern steel carpet looms to the Registered carpet weavers under Mega Carpet Cluster Scheme (MCCS) launched by Central Government through SICOP .In this regard,aplications were invited  from the interested beneficiaries of district Kupwara for replacement of their old traditional carpet looms with the Modern Carpet looms of two sizes viz;10` and 8`.The maximum of Rs.40,000/=has been made available to the beneficiary as cost of loom. By this way the department through SICOP has distributed 61 Modern Carpet Looms among the Carpet Artisans in the district during 2012-13 and 42 nos.during 2013-14.

In order to put Artisans on track of information regarding current development in Handicrafts Sector Awareness Camps are being conducted frequently. For this purposes three awareness camps were proposed to be conducted by the department in the district during 2014-15 out of which one camp has been conducted in Handwara on 13-08-2014.

Besides, under follow up programme, the department of Handicrafts has its separate wing known as Induscose wing headed by Assistant Registrar in each District, Induscose wing is organizing those out gone trainees /Artisans who want to work under common shed and form an Industrial Co-operative Society.
